Specialists: Yes; Specialists are considered, but primary care is prioritized and the need for a specialist must be demonstrated.

Application Review: Year-round Rolling Review

Notes: Vermont only accepts waiver applications from employers or their attorneys after an offer of employment has been accepted. Vermont prefers that the applicant include a copy of a signed employment contract if possible with their application. Physicians must have a 3-year minimum contract. Vermont accepts applications for regular and Flex-10 spots from hospitals, primary care practices, FQHCs/RHCs, and mental health agencies.
